Best Developers in Dubai Islands: Where to Start?

Which of the best developers in Dubai Islands offer the strongest potential for capital growth and rental income? Dozens of projects are on sale across the islands, so the choice of developer carries a lot of weight. The answer depends on the company building, and just as much on the plot it is building on.

This Dubai Index guide ranks the developers by our own project scorecards. We checked every figure against official announcements and transaction data, and we also refer to a ranking published on YouTube by a Dubai-based investment adviser. Where we found gaps, we say so.

On our scores, Nakheel leads with Rixos Dubai Islands, followed by Ellington Properties and Imtiaz Developments. Imtiaz is also the strongest choice if you want to start renting soon. Beyond Developments and Mr. Eight Development complete the top five. The right choice for you depends on your budget, time horizon and the specific plot.

Why Is Dubai Islands Attracting Investors?

Dubai Islands is a Nakheel master plan of five islands covering about 17 sq km, with more than 20 km of beaches and plans for more than 80 hotels. Two large resorts, Riu Dubai and Centara Mirage Beach Resort, are already operating there. Demand is already visible in the data: Dubai Islands, registered with the DLD as Palm Deira, ranked fourth in Dubai by sales value in the first nine months of 2026, with about AED 12.98 billion, according to Emarat Al Youm.

Three main factors support investment in the area:

Tourism demand. In 2025, Dubai welcomed 19.59 million international overnight visitors, breaking its tourism record for the third year in a row. Dubai's Department of Economy and Tourism has also earmarked Dubai Islands as a target area for new hotels.

Access. A 1.4 km bridge with four lanes in each direction is due to link the islands directly with Bur Dubai. It was scheduled for completion in 2026, but as of October 2026 we found no announcement that it has opened. Check the actual status before relying on the often-quoted promise of "15 minutes from Downtown".

Beachfront property at a relatively low price. According to Property Finder, the average asking price for property in Dubai Islands is about AED 2,514 per sq ft, as checked in October 2026. For comparison, the Dubai Index price index shows average transaction prices of about AED 2,780 per sq ft in Downtown Dubai and about AED 2,050 across the city, based on September 2026 data converted from price per sq m. The sources measure prices in different ways, so the gap is indicative only.

Key Terms

Off-plan: Buying a property from the developer before construction is complete, usually on a payment plan spread over the project's stages.

Master developer: The company that plans the whole district and sells plots to other developers. In Dubai Islands, this is Nakheel.

Branded residences: Apartments managed and serviced under a hotel brand, such as Rixos.

For more definitions, see the Dubai Index glossary.

Check the Plot First

A useful rule in area planning is that value starts with the plot, before the building. In Dubai Islands, it is worth distinguishing between three types of location:

ZoneWhat it offersBest suited to
The strip between the beach and the planned mall on Island AClose to the beach, the operating hotels and the plot earmarked for Dubai Islands MallShort-term rentals and tourists
Plots with direct beach frontage on Islands A and BPrivate or semi-private beach and gated communitiesLong-term tenants, owner-occupiers and capital growth
Marina-facing plotsWater views and a promenadeFamilies renting long term

Two claims in this section come from the video and have not yet been confirmed by official sources: that the mall will be within walking distance of the strip, and that a school is planned near the marina. Ask the developer for the plot map before relying on either.

Plots without any of these advantages are ordinary residential stock. They can still rent well, but they are less likely to lead the area's performance.

1. Nakheel

Nakheel is the master developer of Dubai Islands, a government-owned company that is now part of Dubai Holding. It kept some of the best plots for itself:

  • Rixos Dubai Islands Hotel & Residences: Branded apartments, beach houses and villas with sea frontage. The project launched in July 2023. Before buying, confirm the current handover date with Nakheel.
  • Bay Grove Residences: 1,154 homes in 15 buildings. The main construction contract for phases one and three was awarded in September 2026, with handover planned for 2028.
  • Bay Villas: Villas and townhouses with beach access, a relatively rare property type in Dubai.

Its main drawback is entry timing. Those who bought at launch enjoyed the biggest advantage. According to the video's estimate, resale prices are already 30% to 40% above launch prices, but we could not verify this figure. In phased projects such as Bay Grove, the first buildings usually offer the lowest price per sq ft.

2. Ellington Properties

Ellington is one of Dubai's best-known developers for its focus on design. In Dubai Islands it is building Ellington Cove, a beachfront project scheduled for completion in 2028. It is also developing the Meriva Collection on Island B, its first project combining residences and hospitality. It includes five residential buildings, a signature beachfront residence and a hotel.

The brand has a loyal buyer base and a delivery track record, both of which help on resale. On the other hand, the size of the projects means more owners may list their apartments for sale at the same time.

3. Imtiaz Developments

Imtiaz was one of the first private developers active in Dubai Islands. In early 2026 it handed over Imtiaz Beach Walk, a building of 80 apartments, becoming the first developer to complete and deliver a residential project on the islands. The company builds through its own contracting arm.

For an investor, the key advantage is actual delivery: a finished building can be rented out today, and the location suits short-term rentals. The video mentions one-bedroom apartments bought for about AED 1.9 million that now trade at AED 2.6 million to AED 3 million. We could not verify these resale prices, so treat them as one investor's experience.

4. Beyond Developments

Beyond launched Siora, a planned beachfront district on Island B. Its first project there is Hado: three 21-storey towers with 678 apartments, with handover scheduled for Q3 2029. The video mentions about 1,500 units in the first phase, but the developer's announcement gives 678.

The design and shared amenities are certainly appealing. However, Siora is a community built in phases, and handover is still a long way off. In a large project, there is always a chance that another owner is under more pressure to sell than you are.

5. Mr. Eight Development

Mr. Eight is a European developer with about 20 years of experience. It entered the UAE market with eight plots in Dubai Islands and a planned investment of about AED 1 billion. Its second project, Villa Del Gavi, is a boutique building of 87 apartments, all with two or more bedrooms. Handover is scheduled for Q4 2027.

The adviser's video ranks Mr. Eight first, while in our scorecards it ties for the lowest total. The adviser bought a four-bedroom duplex in the project himself, so his position is not neutral. His argument is simple: at about AED 4,000 per sq ft, a luxury property near the beach is still significantly cheaper than comparable luxury property elsewhere in Dubai. In his view, that leaves room for capital growth of up to 60%.

In our assessment, the project does offer something different. A building with no one-bedroom apartments targets wealthier tenants and buyers, which may support prices. However, the developer has not yet completed a project in Dubai, and the price is already high for the area. The figure shown in the video, about AED 4,000 per sq ft, is above Property Finder's area average of about AED 2,514. These are not like-for-like properties, but the gap is clear. Treat the 60% upside as an opinion, not a forecast.

Worked example: Two-bedroom apartments launched from AED 3.6 million, with 35% paid during construction and 65% on handover:

StageShare of priceAmount (AED)
Booking and construction period35%1,260,000
Handover in Q4 202765%2,340,000

Almost two-thirds of the price is due on handover. That is why it is important to plan financing for late 2027 before you sign. Prices today may be higher than at launch.

Also Worth Knowing: Avenew Development

Avenew did not make the top five but deserves a mention. Its boutique beachfront projects, including Silena with 137 apartments and Shoaq with 65 apartments, combine apartments and townhouses on the beach. These are low-density gated communities, better suited to long-term tenants and owner-occupiers than to holiday lets.

Buying in Dubai Islands From Israel: Three Practical Considerations

Most Dubai Index readers invest from abroad. That is why the developer that looks best on paper is not always the best choice in practice.

You cannot visit the site every month. The developer's delivery record matters even more to you than to a local buyer. In a completed building such as Beach Walk, there is no longer any construction risk.

The big payment comes on handover. Some payment plans leave 50% to 65% of the price for handover. That means exposure to shekel/dirham exchange rate moves until 2027 or later. See where the shekel stands against the dirham.

A high entry price narrows the pool of future buyers. Most Israeli investors buy smaller apartments. Boutique projects with only large apartments need a bigger budget, and fewer buyers will be able to afford to buy from you later.

Our Israeli investor guide sets out the buying process step by step.

Matching the Choice to Your Strategy

No single developer suits every buyer. Match the choice to your goal:

  • Short-term rental income: Look for smaller apartments on the strip between the beach and the planned mall, in completed or nearly completed buildings. Imtiaz is the best fit for this today.
  • Capital growth: Scarcity of the property type matters more than the brand name. Boutique buildings with large apartments, such as those by Mr. Eight and Avenew, face fewer competing sellers than communities of 600 apartments.
  • Lower risk: Nakheel and Ellington offer the strongest delivery records and the deepest resale markets, in exchange for more limited capital growth potential.

Risks to Weigh Before Buying

Supply. Hado alone adds 678 apartments and Bay Grove another 1,154, with handovers spread from 2027 to 2029.

Market cooling. Savills reported that the average apartment price in Dubai fell about 4% in Q2 2026. Transaction numbers fell 19% from the previous quarter.

Infrastructure timelines. The mall, the new bridge and most of the hotels are not yet complete. Rental income in the first years may be lower than forecast.

Developers not yet proven in Dubai. A strong track record in Europe is not the same as a completed and delivered project in Dubai. Check that the project is registered with the Dubai Land Department (DLD), and follow construction progress in our handover tracker.

How to Choose Between the Best Developers in Dubai Islands

The best developers in Dubai Islands are not necessarily the most talked-about. On our scores, the established developers come out ahead: Nakheel leads, with Ellington and Imtiaz close behind, and Imtiaz is the strongest option if you want to rent soon. Mr. Eight offers the most distinctive product, and the adviser in the video sees the most upside there, but it scores lowest on pricing and on developer track record. Match the developer to your goal, choose the plot, and only then the apartment.
