A new community on a low-density island

Villas and townhouses make up only a small share of Dubai's housing stock. Homes with direct beach access are rarer still. That is the backdrop to the launch of Bay Estate on Dubai Islands, a gated waterfront community that Nakheel unveiled on 6 October 2026 on Island E. It is the first residential launch on the island planned to have the lowest building density in the group.

This guide looks at what has been officially announced, what is known about prices, what rental yields are realistic, and the risks of buying today, with handover several years away.

Bay Estate on Dubai Islands: what did Nakheel announce?

Nakheel, part of Dubai Holding Real Estate, has launched a gated community off the Deira coast, with all development set around the waterfront. According to the official announcement:

  • About 360 units in the first release: townhouses, attached villas and garden villas, with three and four bedrooms.
  • A selection of beachfront and waterfront plots for self-build.
  • Three collections: Cala around quiet lagoons, Verda with green spaces and a family feel, and Agora with a focus on community connections.
  • A wider master plan of 653,709 m², with 2.4 km of beach and 6.5 km of waterfront.
  • Swimmable lagoons, a beach club, a clubhouse, marina facilities, retail and wellness spaces, sports courts and play areas.
  • Gated, controlled entrances and capacity for more than 12,000 residents at completion.

Floor plans and the full price list were not included in the announcement. Nakheel said apartment buildings will come to Island E in later phases. The first release includes houses and plots only.

Where Island E sits within Dubai Islands

Dubai Islands, formerly Deira Islands, is Nakheel's five-island master plan off Deira, covering 18.6 km². At completion it is planned to include about 62,000 homes for more than 230,000 residents, more than 11,000 hotel keys, two 18-hole championship golf courses and eight marinas.

The development is set to add about 57 km of coastline, including 21 km of beaches.

Island E is separate from the busier islands. That is its main advantage: a private, gated setting a short drive from the hotels, shops and leisure planned on the neighbouring islands.

DestinationDistance according to Nakheel

Downtown Dubaiwithin 15 km

On the other hand, this is an early-stage area, and much of the infrastructure around it is still under construction.

Earlier phases show real progress: Nakheel awarded a AED 2.6 billion contract for Bay Villas on Island B in 2025, an AED 527 million infrastructure contract in April 2026 and a beach upgrade contract in October 2026. Even so, buyers here are buying into a future neighbourhood.

What is known about prices

Nakheel's announcement did not include prices. Any figure in circulation should therefore be treated as an estimate until it is confirmed in the official price list or a signed sale agreement.

The comparison available today is Nakheel's Bay Villas on Island B. Property Finder data, based on Dubai Land Department records, shows three-bedroom units selling for AED 6.4–6.6 million between July and October 2026, while the project is still under construction. This is evidence of a resale market for Nakheel homes on the islands.

The villa market: led the gains, eased in 2026

According to ValuStrat, villas and townhouses make up less than 20% of Dubai's residential stock. Villa values rose about 25.5% in 2025, more than apartments.

In 2026 the picture changed. The Q2 review showed a 4% quarterly fall in the residential index and 4.2% in the villa index, although average villa values were still about 2% higher than a year earlier. ValuStrat described stabilisation, with monthly declines easing sharply towards mid-year.

For a Bay Estate buyer, these figures matter mainly for setting expectations. Do not assume the double-digit gains of 2023–2025 will continue in a straight line until handover.

Rental potential: realistic expectations

Engel & Völkers' H1 2026 report showed average gross yields of 6.9% for apartments, 5.1% for townhouses and 4.5% for villas, against 6.6% for the residential market as a whole.

As an illustration, a home at AED 6.4 million, at the bottom of the Bay Villas transaction range, would generate about AED 326,400 a year at a 5.1% gross yield, and about AED 288,000 at 4.5%. The 4% registration fee adds about AED 256,000 to the purchase cost, and there is no rental income until handover.

Some marketers present expected yields for Bay Estate above the city average, based on comparing rents for beachfront homes in established areas with estimated entry prices.

Buyers who lock in an early price may get there, but it is still a forecast. There is no rental history on Island E, and the actual yield will depend on prices at handover.

For careful planning, it is better to use the city's townhouse average, around 5%, and treat anything above it as a possible upside.

Who is the project for?

A better fit

  • Long-term investors willing to wait several years for handover.
  • Buyers who prefer scarcity, privacy and a beach or lagoon frontage over immediate income.
  • Those planning to move to Dubai and live in a gated community by the water.
  • Buyers of a beach plot who want to build a custom home.

A weaker fit

  • Investors who need rental income soon.
  • Those looking for the highest yield per dirham, where apartments are usually better.
  • Those not willing to proceed before the price list, floor plans and payment terms are confirmed in writing.

Key risks

Prices are not yet public. Confirm the unit price and payment plan in writing.

A long construction period. Island E is at the start of development. Once the project is registered, track progress with the Dubai Land Department's official tool.

The market cycle. Villa values softened in 2026 after several strong years.

Liquidity. The pool of buyers for houses is smaller than for apartments. A sale may take longer, even though Bay Villas has resale activity.

Our assessment

Bay Estate combines a gated, low-density island, beach and lagoon frontage and a government-backed master developer with long experience in coastal development. Until an official price list is published, it is not possible to say whether the price is competitive with established beachfront areas, and any such comparison would be between finished homes and a project far from completion.

For a patient investor, or someone planning to live there, this is one of the more distinctive launches of 2026. For an income-focused buyer, the numbers point to planning around a 5% yield, not the double-digit yields that sometimes appear in marketing.

Project concept9
Pricing6
Rental potential5
Value appreciation potential7

Location, 8: a gated island with beach access, within 10 km of the airport and 15 km of Downtown. Surroundings still under construction prevent a higher score.

Developer, 9: Nakheel, backed by Dubai Holding, the master developer of Palm Jumeirah and Dubai Islands, with active construction contracts.

Concept, 9: low density, a gated community, beach and lagoon frontage and plots for self-build. Few similar alternatives in the city.

Pricing, 6: Nakheel has not yet published an official price list, so this score is provisional and will be updated when prices are released.

Rental potential, 5: villa and townhouse averages of 4.5–5.1%, no rental history on the island and a long wait for income.

Value appreciation potential, 7: scarcity and an early entry point support the potential, against a softer villa market and a long time horizon.

Liquidity, 6: Bay Villas shows an active resale market, but houses have a smaller pool of buyers.

The verdict: a distinctive long-term hold for buyers who prefer scarcity and privacy by the water over near-term rental income. Confirm the price list before committing.
