A Prime Address in a Slower Market
This Downtown Dubai case study follows one of the city's most expensive apartment districts using resale data from 2023 to the first half of 2026. It looks at how prices moved, how far transaction numbers fell in 2026 and how the yield compares with nearby areas.
Downtown Dubai is often presented as one of the safest addresses in the city. The data supports part of that view, but it also shows that a prime address does not protect an owner from a slow market or a low yield.
Background: Emaar's Master Plan Around Burj Khalifa
Downtown Dubai is a mixed-use district that Emaar Properties developed around Burj Khalifa. When the tower opened in January 2010, the district already had two malls, five hotels and an office park (Arabian Business).
Today the district has more than 100 residential buildings. Emaar is the master developer, property in the area is freehold, and the Burj Khalifa/Dubai Mall station on the Metro Red Line sits at the edge of the district (Metropolitan).
Emaar also built Burj Khalifa itself and residential towers such as Boulevard Heights, Downtown Views II and Il Primo. However, it is no longer the only developer in the area. New off-plan projects are now on sale from other companies, including Binghatti, Deyaar and Nshama.

Price Performance: Three Years of Resale Data
All figures in this section are averages for resale apartment transactions only. They come from Metropolitan's resale reports, which are based on Property Monitor data on transactions registered with the Dubai Land Department (DLD).
The Starting Point
In 2023, the average resale apartment price in Downtown Dubai was AED 2,380 per sq ft. It reached AED 2,598 in 2024 and AED 2,762 in 2025 (Metropolitan 2025 report). That is a rise of about 16% in two years.
Where Prices Stand Now
In the first half of 2026, the average was AED 2,721 per sq ft, down 1.3% from the first half of 2025 (Metropolitan H1 2026 report).
| Period | Average resale price per sq ft | Average resale price per sq m | Change |
|---|---|---|---|
| Full year 2023 | AED 2,380 | about AED 25,620 | Not stated |
| Full year 2024 | AED 2,598 | about AED 27,960 | Up about 9% vs 2023 |
| Full year 2025 | AED 2,762 | about AED 29,730 | Up about 6% vs 2024 |
| Q1 2026 | AED 2,766 | about AED 29,770 | Down 0.6% vs Q1 2025 |
| H1 2026 | AED 2,721 | about AED 29,290 | Down 1.3% vs H1 2025 |
Source: Metropolitan resale reports, covering resale apartment transactions only. Prices per sq m were calculated from the per sq ft figures in the sources. One square metre equals 10.764 sq ft.
In the first quarter of 2026, prices were still at their 2025 level, with an average of AED 2,766 per sq ft (Metropolitan Q1 2026 report). The lower half-year average shows that the weakness appeared in the second quarter.
By unit type, the average one-bedroom apartment sold for AED 2,184,807 and the average two-bedroom for AED 3,852,312. Both were up 0.9% year on year. Studios fell 7.2%, to an average of AED 1,259,202.
Comparison With Nearby Areas
Property Monitor data for all transactions, including off-plan purchases, places Downtown Dubai well above the city average for 1 January to 6 June 2026 (Engel & Völkers):
| Area | Average price per sq ft | Average price per sq m |
|---|---|---|
| Palm Jumeirah | AED 4,240 | about AED 45,640 |
| Downtown Dubai | AED 3,011 | about AED 32,410 |
| Dubai Creek Harbour | AED 2,600 | about AED 27,990 |
| Business Bay | AED 2,547 | about AED 27,420 |
| Dubai Marina | AED 2,058 | about AED 22,150 |
| Dubai apartment average | AED 1,969 | about AED 21,190 |
On these figures, Downtown Dubai is about 18% more expensive than Business Bay and about 53% above the Dubai apartment average.
In the resale market alone, the gap is wider. Metropolitan's Business Bay average for the first half of 2026 was AED 2,115 per sq ft, as set out in our Business Bay case study. The Downtown average of AED 2,721 is about 29% higher.
The 2026 Correction
According to Cushman & Wakefield Core, apartment prices in Downtown Dubai fell 7% in the second quarter of 2026 compared with the previous quarter. Palm Jumeirah saw a sharper 9% fall, and Business Bay the same 7%. In Jumeirah Village Circle, prices fell 3% (Khaleej Times).

Resale Volume: The Figure That Changed Most
Metropolitan recorded 724 resale apartment transactions in Downtown Dubai in the first half of 2026, down 47.6% from the same period in 2025. Their total value fell 48.7%, to AED 2.726 billion. For comparison, the same report shows sale transactions across Dubai fell 13.8% over the same period.
When volumes fall this sharply while prices fall only modestly, it usually means many owners prefer to wait rather than cut their price sharply. Buyers may have fewer apartments to choose from, but more room to negotiate.
The Off-Plan Market: Fewer Deals, Much Larger Tickets
In the first half of 2026, developers in the district sold 193 off-plan apartments with a total value of AED 1.948 billion. The number of transactions was 50.1% lower than a year earlier, according to Metropolitan's H1 2026 report.
Dividing total value by the number of deals gives an average of about AED 10.1 million per off-plan apartment, compared with about AED 3.8 million per resale apartment. These averages were calculated from the totals in the report and are for illustration only. They show that a new off-plan apartment and a ready unit in an older tower are different products. That is why every new-project price should be compared with recent resale deals in nearby towers.
Rental Yield: Below the City Average
Yield is Downtown Dubai's weak point. Property Monitor data for August 2026, published by Engel & Völkers, shows an average gross apartment yield of 5.10% (Engel & Völkers).
| Area, August 2026 | Average gross apartment yield |
|---|---|
| Jumeirah Lakes Towers | 6.58% |
| Business Bay | 5.92% |
| Dubai Marina | 5.51% |
| Dubai Creek Harbour | 5.12% |
| Downtown Dubai | 5.10% |
| Palm Jumeirah | 4.58% |
Source: Property Monitor via Engel & Völkers. According to the same source, the average apartment yield across Dubai was 6.66%, and 6.34% across the whole residential market.
According to Cushman & Wakefield Core, apartment rents in Downtown Dubai fell 14% in the second quarter of 2026 compared with the previous quarter. This was the sharpest apartment rent fall among the areas covered in the report, against an average fall of 6% across Dubai.
All yields are gross, before service charges, vacancy periods and management fees.
Worked Example: A Resale One-Bedroom Apartment
A resale one-bedroom apartment at the H1 2026 average price of AED 2,184,807 would earn about AED 111,400 a year at the average gross yield of 5.10%. If rents fell 10%, income would drop to about AED 100,300 and the gross yield to about 4.6%.
The example combines averages from two sources and is for illustration only. Actual prices and rents vary between towers, and net income will be lower after service charges, vacancy periods and management fees.
Handover Record and New Supply
There is no public figure for on-time delivery across the district as a whole. Emaar has delivered projects late elsewhere: our Creek Gate case study documents a delay of about 14 months to completion and handover.
As more developers launch projects in Downtown Dubai, the developer matters more than the address. For any off-plan purchase, check construction progress and escrow account details in the DLD's Dubai REST app and in our handover tracker.
On supply, Cavendish Maxwell lists Downtown among six communities that together account for almost 37% of the homes scheduled for completion in Dubai in the second half of 2026 (Cavendish Maxwell via Zawya).
Research by Morgan's International Realty from mid-2025 found that 10,127 units are scheduled for handover in Business Bay between 2025 and 2027, the second-largest delivery pipeline in Dubai (Morgan's International Realty). These apartments are likely to compete for many of the same tenants, at a lower price.
Liquidity: Still a Deep Market, but Slower
Even after the slowdown, Downtown Dubai is one of the city's most active ready-property markets. Cavendish Maxwell ranked it fourth for ready apartment sales in the first half of 2026, with 613 transactions, behind Jumeirah Village Circle with 1,812, Business Bay with 1,065 and Dubai Marina with 778.
Cavendish Maxwell counts ready apartments only, while Metropolitan's figure of 724 transactions also includes resales of off-plan units. The two numbers should therefore not be compared directly. An owner can still sell, but with volumes at about half of last year's level, a sale may take longer than it did in 2025.
Scorecard
The scores summarise this case study based on the data presented.
| Category | Score out of 10 | Basis for the score |
|---|---|---|
| Location | 9 | Central location around Burj Khalifa and Dubai Mall, with a Metro Red Line station at the edge of the district. No waterfront |
| Developer | 8 | Emaar master plan; Emaar also built Burj Khalifa and several residential towers. New projects are also being built by other developers, so each needs checking |
| Project concept | 9 | A district of homes, hotels, offices and retail around world-famous landmarks. Residential supply is apartment-based |
| Pricing | 4 | About 18% above Business Bay and about 53% above the Dubai apartment average, per Property Monitor for 1 January to 6 June 2026. Includes off-plan transactions |
| Rental potential | 5 | Average yield of 5.10%, below Business Bay, Dubai Marina and the city apartment average of 6.66%. Apartment rents fell 14% in Q2 2026 |
| Value appreciation potential | 6 | Resale prices rose about 16% between 2023 and 2025, but were 1.3% lower year on year in H1 2026. Apartment prices fell 7% in Q2 2026 |
| Liquidity | 8 | Fourth in Dubai for ready apartment sales in H1 2026, with 613 transactions. Resale volume fell 47.6% year on year |
Bottom line: Downtown Dubai suits long-term investors who want a central, well-known address in a district planned by an established master developer, and who accept a lower yield in return. It suits less well those who need above-average rental income or expect a quick sale in a market where transaction numbers have roughly halved.
Downtown Dubai Case Study: Takeaways for Israeli Investors
- Check volumes, not just prices. Prices have started to slip, but far less than transaction numbers, which have halved. Ask how long similar apartments in the same tower have been on the market.
- Separate resale from off-plan. Compare every new-project price with recent resale deals in nearby towers.
- Stress-test the yield. Run the numbers in our calculators, including a scenario where rents are 10% lower than today.
- Check the developer itself. Emaar is the master developer, but new towers are also being built by other companies.
- Compare with Business Bay. It offers a higher yield at a lower price per sq ft, alongside a larger supply pipeline.
