Investment in Real Estate, Aviation and Infrastructure

Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, announced on 13 October 2026 that projects worth AED 2.1 trillion are under way in Dubai. Of that, AED 1.1 trillion is earmarked for real estate development through 2030, including about 350,000 new homes (WAM news agency).

The announcement was made at the annual Mohammed bin Rashid Leadership Forum at the Dubai World Trade Centre, attended by about 1,000 leaders from government and the private sector. Sheikh Mohammed said Dubai is "building a city within a city" and that more announcements will follow.

Where Is the AED 2.1 Trillion Going?

According to The National, the list of projects includes, among others:

SectorInvestment
Real estate development to 2030AED 1.1 trillion, about 350,000 homes
Emirates and flydubai fleet expansionAED 328 billion
Power and water grid infrastructureAED 151 billion
Al Maktoum International AirportAED 128 billion
Roads and the Blue and Gold metro linesAED 100 billion

Dubai Strategic Sewerage TunnelsAED 80 billion
New Emirates engineering and maintenance complexAED 18.7 billion

Al Maktoum Airport is designed to handle up to 260 million passengers a year once complete. The AED 2.1 trillion figure covers all active projects, so it includes plans announced earlier alongside newer ones.

What Does It Mean for Israeli Investors?

The points below are our analysis of the announcement, not a forecast.

Infrastructure supports long-term value

Over the years, Dubai property prices have been shaped by new transport links, business districts and population growth. Investment on this scale in an airport, metro lines and the expansion of the financial centre signals where future demand may concentrate.

The areas around Al Maktoum Airport, including Dubai South, are the most directly linked to the aviation investment.

350,000 homes are also a supply question

The same plan that supports growth will add a large number of units to the market in the coming years. This comes at a time when prices have already eased: the ValuStrat index for September 2026 showed flat month-on-month values across the city and a 4.5% annual decline (ValuStrat).

On 7 October, S&P Global warned that apartment prices could fall further, with supply expected to grow by about 20% over the next two years (Khaleej Times).

For an investor, the choice of area and project matters more than the headline total.

Government commitment reduces some of the risk

A clear list of projects presented by Dubai's ruler gives the market a long-term picture. Sheikh Mohammed described the current period as an ideal time to invest in Dubai and its infrastructure.

It is a strong statement of intent, but project timelines can still change. When buying off-plan, keep checking the developer's handover record and construction progress in the official Dubai REST app.

Watch for the next announcements

Sheikh Mohammed said more projects will be added to the list. Metro routes, timelines and the locations of new residential neighbourhoods are the details that will actually affect specific areas. We will update as they are published.
